Sandy, Putin is retiring, he has founded a gas consortium with the former German PM and is on his way to making money. All countries with enemies must maintain a strong army. Even George Washington admonished his countrymen once that in order to have a lasting peace they must be prepared to carry on with war.
 
I'm not surprised to hear about this. Putin's already made his first act of revitalizing Russia's Defenses by re-establishing Russia's Strategic Nuclear Arsenal. Possibly in response to terrrorist attacks and seperatism, but interestingly right after Dick Cheney attempts to gather support from Eastern European states by announcing that Russia is a possible threat. The US QDR 2005 (Quadrennail Defense Review) emphasizes Russia is an important strategic player in International Politics however criticizes the centralization of Power and uses of intimidation.

Russia still wants to be a major player in International Politics, the arms trade, and also prepare itself incase the SHTF.

Mostly it's to provide a source of nationalsim for the people and to create a new source of business fot it's economy. By having a power militray, many smaller nations will wish to buy arms from them.
 
You're right. It's quite difficult for Russia to move out of its "War economy" that existed previously as the Soviet Union.
