President Obama's delay in releasing his Afghanistan plan seems to be having an adverse effect on the United States allies.

Things like relations with the Chinese have more to do with America's percieved wane in power and the increase in Chinese power.
America's overall power trumps the Chinese but the Chinese are only interested in their neighborhood at the moment and China doesn't have to really worry about strategic reach in their neck of the woods while the US does. |
