WHILE STATIONED IN OKINAWA, we lived in family housing overlooking a parking lot at the very edge of Kadena Air Base. Shortly after moving in, we found that the lot was a favorite late-night gathering place for young Okinawans to race their cars and motorcycles. After a week of sleepless nights, I asked to speak with the Okinawan police liaison, hoping local authorities could end our torment. He listened politely to my complaint, then squelched all hope for official sympathy when he asked, "Is it louder than the noise of the jets?"
