How did we get sidetracked on this one ... the subject of this thread isn't about Europe (or) any other country than the USA.

If you really want to get into a discussion of obligations and Europe then how about starting another thread? We should really try to stick to the original subject matter and NOT confuse the discussion with extranneous issues.
