Population control really isn't a concern in western countries. The only population problem U.S has is the fact people get pregnant way too young and ignorant. Not to mention what you said. Too many low-income people are having 4+ children at one time or before the eldest child leaves the home. I have no solution to this.

We don't want to stagnate our population otherwise we will have problems like Japan, fortunately we won't have that problem due to immigration.
 
Sooner or later population growth will hit a wall. We only have one earth and it's capacity is limited.
