North and South Korea made a peace treaty.
South Korea promised the minefield to be cleaned.

Interpretation:

North Korea and South Korea decided to make a peace treaty. North Korea said they would not redeploy their tank regiment. With this assurance South Korea declared they would remove their minefield. Several years passed. North Korea decided that now was an opportune time to break the treaty since the mine fields were cleared and South Korea had become complacent. North Korea made their plans and moved to invade South Korea.

The headlines in the paper the next day read:

North Korean Tank Regiment Suffers Severe Damage During A Training Excercise.


South Korean Miltary To Remove Debris Near The 38th Paralell.
