Assistant Secretary of State Christopher R. Hill, the chief American envoy to the six-nation talks intended to end North Korea’s nuclear capabilities, is on a three-day visit to that country to inspect continuing work to disable its plutonium-producing reactor. A chief reason for Mr. Hill’s trip is to discuss finalizing North Korea’s pledge to declare all its nuclear programs by the end of this year.
