Spain has no plans to raise its troop levels in Afghanistan despite urging by President Obama, Spain's foreign minister, Miguel Ángel Moratinos, said Tuesday.
The United States has made shifting military assets from Iraq to Afghanistan a priority but has found little enthusiasm among NATO allies in Europe.
On Monday, Gen. David H. Petraeus, head of U.S. forces in Afghanistan and Iraq, met French officials in Paris but failed to win an offer of more French troops.
