I'm not positive but I think Doug Williams (Washington 1988) may be the only one to win.
The other two to start the Super Bowl were Steve McNair (2000) and Donovan McNabb just last year.

As far as I know Doug Williams was the first and only Black QB to go the distance with the Redskins over the Broncos.
