LONDON — Just days before Britain’s defense secretary stood up in Parliament and apologized to the families of 14 crew members killed in a 2006 crash of an aging Nimrod reconnaissance plane in Afghanistan, his chief civil servant made an admission of his own — new cost problems have emerged on the aircraft planned to replace it. Quizzed by members of the parliamentary Defence Committee about progress on some of Britain’s key military equipment programs, Bill Jeffrey, permanent undersecretary, admitted that while cost controls were improving, there was one standout project: the Nimrod MRA4.
