February 8, 2008 Magistrate adds new areas to 5-year-old protections

SAN FRANCISCO — A federal magistrate has extended prohibitions on the Navy's testing of an experimental type of sonar in most parts of the world's oceans.
U.S. Magistrate Elizabeth D. Laporte on Wednesday ordered the Navy to meet with conservationists to work out details, as it did after her first ban five years ago.
Laporte said her injunction would add the Davidson Seamount off Monterey, the northwest Hawaiian Islands, the Galapagos Islands and Australia's Great Barrier Reef to the areas off-limits to routine testing of low-frequency active sonar, one of the Navy's newest submarine hunting tools. She advised the Navy to give a wide berth to coastal areas.
Laporte gave the Navy and environmentalists until next Thursday to produce a joint statement on efforts to work out a new agreement.
The case before Laporte is different from the one in a Los Angeles federal court, which prompted a move by the Bush administration to exempt ongoing training missions in Southern California waters.
