Seoul's Defense Ministry said Friday it will propose sometime next week to hold preliminary working-level talks with North Korea in February in response to Pyeongyang's offer for inter-Korean military talks.
The ministry said the North proposed high-level military talks with the South on Thursday to discuss pending bilateral issues.
The ministry said it is considering Pyeongyang's offer but the communist state must first apologize for the March sinking of the warship Cheonan and the November artillery attack on Yeonpyeong Island.
If the preliminary talks take place the two sides will coordinate the agenda, venue and date.
The two Koreas held their first defense minister talks on Jeju Island in 2000 and the second took place in the North Korean capital of Pyeongyang in 2007.
