Medical waiver question, wrist range of motion

My daughter, age 17, is trying to enlist in the Navy. She went to MEPs today and passed everything in her physical eval except the ulnar and radial deviations in wrist range of motion and was disqualified. Her recruiter informed her that they are pursuing a medical waiver. Has anyone encountered this type of condition before? Does anyone think there is a chance? She is quite devastated right now. She scored 71 on her ASVAB. I have found some exercises for her to do at home to increase range of motion (there is no history of any previous injuries/surgeries to her wrists). Just looking for a glimmer of hope to give her that this can work out.
