the first one may not be but the second one is from the Department of Treasury so its pretty safe and reliable.
I know people that went to that site and found auctions, heard both good and bad about it. If you want a reliable govt auction go to the nearest military base and inquire about a drmo auction, drom is where I got my second truck from. Its a International 5 ton with roughly 89k on it.
