Lincoln Strike Group Begins Sonar Exercise

January 24, 2008 SAN DIEGO -- Despite legal sparring between the Navy and environmentalists over sonar transmissions off San Diego and other parts of Southern California, a sonar exercise involving the Abraham Lincoln aircraft carrier strike group began as scheduled yesterday.
President Bush and the White House exempted the Navy last week from two federal laws that a judge had used to restrict Navy sonar training, which can harm whales and other marine mammals. The Natural Resources Defense Council and the California Coastal Commission since have countered that such waivers are unconstitutional.
U.S. District Court Judge Florence-Marie Cooper in Los Angeles allowed the Navy to proceed with this week's sonar drills as she weighs the legal arguments.
The Navy will follow 29 voluntary measures to limit harm to marine life, said Lt. Mark Walton, a spokesman for the San Diego-based Third Fleet command.
