Libya and the United States have reached a deal that would settle terrorism claims that have threatened to disrupt investments there by United States oil companies, Congressional officials and lawyers for the victims said Thursday. Under the deal, the Libyan government would give a single payment of more than $1.2 billion to the United States. That money, in turn, would be used to pay out $536 million to families of victims of the Pan Am Flight 103 bombing in 1988 and $283 million to victims of the 1986 bombing of La Belle, a disco in West Berlin. More payments would also go to victims of other attacks linked to the Libyan government, most of them in the 1980s. As part of the deal, the Senate and House voted Thursday to rescind a provision in a law that allowed victims to seize Libyan government assets. The change in the law is contingent upon the payment being completed.
