L-3 Rises, KBR Falls Among Top Defense Contractors

L-3 Communications Holdings Inc., a provider of military translators, jumped to seventh place from ninth among the Pentagon's top suppliers last year, swapping places with KBR Inc., the largest private contractor in Iraq.
New York-based L-3 received $6.01 billion in fiscal 2007 and Houston-based KBR received $4.78 billion in prime defense contracts, according to a list of the Top 10 contractors posted on a new U.S. government Web site that tracks spending. That's down from $6 billion in fiscal 2006, according to the site.
L-3 rose on demand for translators and linguists to help the military during the Iraq War. The company has since lost the main contract for Army translators and remains a subcontractor. KBR provides logistics services for U.S. troops in Iraq and Kuwait and helps reconstruct oil-industry infrastructure in Iraq.
The top five contractors of Lockheed Martin Corp., Boeing Co., Northrop Grumman Corp., General Dynamics Corp. and Raytheon Co. remain unchanged from the fiscal 2006 list. Lockheed Martin was awarded $27.9 billion in prime contracts, up from $27 billion in 2006 and $19.6 billion in 2005, according to the site.
The Pentagon as of this year is no longer publishing its own top-10 list, relying instead of the new USAspending.gov Web site. KBR was ranked sixth under the Pentagon's old system in the list from last year, when it was still part of Halliburton Co. The new Web site was established in response to the Federal Funding Accountability and Transparency Act of 2006 to coordinate the display of spending by U.S. government agencies.
KBR spokeswoman Heather Browne, in an e-mailed statement, said the drop in contracts from fiscal 2006 reflected fewer orders for its logistics, oil services and Army Corps of Engineers projects.
The Pentagon awarded $312 billion in prime contracts in fiscal 2007, up from $298.5 billion in 2006. The Pentagon awarded $145 billion in fiscal 2001 before the Sept. 11 terrorist attacks, according to data.
