Prime Minister Yasuo Fukuda ordered a review of the Defense Ministry’s structure amid mounting criticism of its handling of a collision between its most advanced naval destroyer and a small fishing boat. Shigeru Ishiba, the defense minister, also fired the head of the Maritime Self-Defense Force, which took 90 minutes to inform Mr. Ishiba of the accident on Tuesday morning. The Atago, a new destroyer equipped with the advanced Aegis system, rammed into the two-man fishing boat near Tokyo Bay even though it had spotted the small vessel 12 minutes before the collision. The fishermen have yet to be found.
