I couldn't be bothered reading the whole article. It's quite interesting, but hardly to be unexpected.

If there were no hackers, our understanding of our systems would never improve.

It's a bit like the old game played between the ammunition manufacturers and the armour plate makers. Constant improvement is the by product of all this.
 
Yeah but you don't jump off a cliff in order to test gravity. I agree that hackers (mostly former) help a lot with securing important data hubs and government networks, but that's got to be done in a controlled environment and without actually compromising security. When it comes to the Internet, you never know who's watching.
 
No doubt our backroom boys are always trying to breach our own systems, but it's little reminders like this that let us know that we are not trying hard enough.
