Iran's President, Foreign Minister Send Conflicting Signals

Iranian President Mahmoud Ahmadinejad said the West failed to prevent Iran from developing a nuclear program, even as the country's foreign minister said Tehran was considering a United Nations Security Council offer of incentives on the issue. "Bullying powers … could not break the will of the Iranian nation," state radio quoted Ahmadinejad as saying. The state-run broadcaster's website quoted Foreign Minister Manouchehr Mottaki saying that Iran was considering the deal. During a visit to Kampala, Uganda, Mottaki said: "We have informed them … of our readiness to negotiate." The United States says Iran is using its nuclear program for weapons development. Iran denies that.
