I don't think Russia is based on population. Russian population is about 1/3 of USA, yet Russia has a decent (extremly advanced) military technology).
China is more advanced than India in military tech in almost all aspects.
But India does have more options for aquiring weapons than China has (mainly from Russia).
As long as there is no big trouble in India and China in coming 10 to 15 years, these 2 countries will advance enormly in military techs.
Balance?
China has no single intention to attack India (for what to attack?), I believe India enjoys a good relation with China too.
Same applies to Russia.
