India will be ready to test its first domestically built nuclear-powered submarine at sea by 2009, said its navy chief, Adm. Sureesh Mehta. It is said that it will be capable of launching nuclear-tipped ballistic missiles. India is also building a domestically produced aircraft carrier, and is also buying one from Russia. French Scorpene attack submarines are to be delivered soon.
