Tammy Duckworth, the Iraq veteran who lost a race for Congress on Nov. 7, will be the state’s new director of veterans affairs, Gov. Rod R. Blagojevich said. In the heavily Republican suburbs west of Chicago, Ms. Duckworth, a Democrat, and her opponent, Peter J. Roskam, a lawyer and state senator, ran an expensive campaign for the seat that Henry J. Hyde, Republican of Illinois, has held for 32 years. At the center of the campaign was Ms. Duckworth’s compelling personal story, which she used as an antiwar platform. A major in the Illinois National Guard, she logged more than 200 combat hours piloting Blackhawk helicopters in Iraq before a grenade exploded in her cockpit in 2004, causing injuries that resulted in the loss of her legs.
