That makes sense. Although given that it is going to take the N Koreans approx 4 weeks to get this missile in place (according to the news), it isn't much a first attack weapon. Also if the other nations wanted to halt the missile programme, I'm pretty sure that they all the necessary locations, marked and ready to hit.
