Drought on the West of the U.S. is beginning to look worst than bad the Governors of CA , Oregon and Washington are ramping up on water conservation , CA is especially a problem because it needs lots and lots of water for crop irrigation , solution = PRAY.
I would skip the prayer and start building desalination units myself, California has lots of sun and a lot of sea water so solar distillation would work on a small scale.
I think CA has already tried desalination Plants on a small scale but a State with 30 Million people its not going to help much , in a lot of areas they are tapping into ground water which is a last resort .
