help me with a "Never trust an enlisted man"quote

I'm not sure if this is a quote or not. I often saw it displayed on walls.

I think it was attributed to a seasoned Civil War Officer advising a young officer.

It went something like....watch out for the enlisted man, he is sly and crafty and not to be trusted.

Can any one help me with the entire quote and/or a source?
 
I think it came from a 19th (or very early 20th) century naval officers guide
 
I believe its from the Naval Officers Manual.. something like, " the enlisted man is unintellingent, but cunning, and bears close watching" or something like that.
