SAMARRA, Iraq, Oct 18, 2006 (AFP) - An Iraqi provincial governor launched a
bid to restore order in and around the town of Balad Wednesday after an
eruption of sectarian bloodshed killed more than 60 people.

Salaheddin governor Hamad Hammud al-Shakti announced that a panel had been
set up to compensate victims of the fighting, which he blamed on "enemies
of Iraq."

He added that he was putting in place a committee to attempt to reconcile
the warring Shiite and Sunni factions which carried out the killings.

Fighting erupted in Balad, north of Baghdad, on Friday after Sunni
extremists kidnapped and killed 19 Shiite labourers. Black-clad Shiite
militiamen poured into the area and murdered at least 38 Sunnis in random
revenge attacks.

As the violence spread, mortar rounds were fired into the town and bodies
were left littering the streets until US and Iraqi government forces
finally managed to restore a measure of order.
