A week after federal prosecutors attempted to force the American Civil Liberties Union to hand over all copies of a secret memo it had obtained, the government dropped the effort and said the document had been declassified. The ACLU says the memo lays out rules that allow the news media to photograph detainees only if the detainees are not held "up to public curiosity." The memo bans U.S. soldiers from photographing detainees, except as part of their official duties, the ACLU said. The Bush administration and the ACLU had been headed for a court clash last week when prosecutors tried to use a subpoena to force the group to hand over the document.
