Former Pentagon Official To Plead Guilty To Conflict Of Interest Charges

WASHINGTON - A former Pentagon official has agreed to plead guilty to conflict of interest charges, the latest official to admit wrongdoing in the Rep. Randy “Duke” Cunningham investigation, according to documents filed in federal court this week.
Robert Fromm, a former project manager for the Army’s National Ground Intelligence Center in Charlottesville, Va. admitted to taking a job with defense contractor MZM Inc. after his division secured millions of dollars in government contracts for the disgraced San Diego company, according to court filings. He is expected to plead guilty to violating the lifetime post-employment ban, a felony. Justice officials said Fromm likely will not see any prison time.
As project manager of a computer project in Charlottesville, Fromm had substantial say in the approval of contracts, according to court documents.
From 2000 through 2005, MZM received more than $10 million for work on the computer project that Fromm oversaw.
A month after retiring from the Department of Defense in July 2004, Fromm was hired by MZM as its senior vice president. The company had hired his son earlier.
MZM was founded by Mitchell Wade, the Washington defense contractors convicted of bribing Cunningham.
Last year, Wade admitted in court that he had given a job to the son of a former Defense Department official and later hired the official as well. Months after hiring the official’s son, MZM was awarded the contract to work on the computer project.
The identity of that official had remained unconfirmed until Fromm’s guilty plea was submitted this week in U.S. District Court for D.C.
