Federal gun charges decline despite Obama executive action

I would have thought that the fact that less people are being charged would indicate that Obama's action was working. After all, the idea should not be to "catch people", but to prevent them from committing the crimes in the first place???

It's weird how you can change apparent facts by presenting them in a different way.
