I'm curious, is a sophisticated Eletronic Countermeasures installation in a fighter currently used? Is it a good idea or is it best left to the bigger planes like the C130E?

Can you offer more details than that please?

Many air to air systems are radar guided.

Many ground to air systems are radar guided.

A F16CJ is a SEAD aircraft and is out front chasing ADA systems. He needs to defend himself. A F15E may fly in with a 5000 pound bunker buster behind lines and get lit up with SA6s on the way.

F14,15,16,18, EA6, B52, B1; all have ECM capability to some varying degree. Not all have the capabilies of an EF111, but yet most fighters and bombers have ECMs.
