I wouldn't say the Soviets won the space race, I think them being involved created a healthy competition to make our folks work harder at it though and we may not be as far along as we are in it now if it hadn't been for the commies, perhaps.

Without the Russkies there would have been no "race", it may well have happened, but a you say progress would have been a lot, lot slower.

Without the cold war Congress would never have allowed the expenditure.

TOG - serious or not - this has long been an overlooked. Those areas which are incapable of supporting life, and where populations are continually decimated should be considered for this.
