Department of Commerce?

Hello. Could anyone tell me anything about a coin-type medal from the Department of Commerce? It looks similar to this one (the only thing I've found close online), only it is engraved with the man's name and the year 1971.

I've googled and googled, and haven't gotten anywhere.

Any help would be appreciated.
