Democrats Seek To Bolster U.S. Programs

WASHINGTON--Democrats controlling Congress plan to shift almost $6 billion from President Bush's request for defense and foreign aid accounts to bolster domestic programs such as education, job training and medical care for veterans. Those gains, when combined with more than $24 billion provided above Bush's requests for domestic programs under a recently passed Democratic budget plan, would award increases averaging more than 6 percent to domestic programs for the fiscal year beginning Oct. 1. House Appropriations Committee Chairman David Obey of Wisconsin released the plan yesterday. Senate counterpart Robert Byrd of West Virginia is planning comparable moves next week.
