Listening to the Saudi Ambassador on FOX last night when he was asked about the Iran deal he replied there is no deal just a frame work for a deal So if there is no deal then what is Obama and Kerry talking about ? .

Last I checked Congress kept blocking any executive action, which is rather embarrassing and unprecedented when they sent a letter telling Tehran that they should basically not listen to the White House's proposal.

Which is utterly embarrassing as it paints an image of a dysfunctional and untrustworthy government. The Executive branch has historically been the figure that represents the U.S. to the world and conveys Congressional policy. Basically Congress bypassed that.
 
Negative the Executive does not convey Congressional policy , policy is set by the citizens .

Yes you are correct, we elect our legislated officials domestically, and what policy is decided is signed into law by that body. Now regarding certain matters of international affairs is often conveyed via state visits/dialogue by our head of state, the President.

What makes this different is our current Head of State, Mr. Obama put forth his plan to make an nuclear deal with Tehran, and Congress sent an signed letter to Tehran last month telling them to disregard the president's plan.

If that is not dysfunction then I don't know what is.
