Does it really matter what citizenship he held?
He was a nutter that should have gotten some sort of help/gotten locked up if unreachable.

Medications can help most people with mental health problems, but they have to maintain the meds. I understand that he had seen professionals in the past but stopped. If that is the case, then he should have been placed in a court ordered maintenance program and monitored the same as drug users or habitual alcoholic offenders.
It's about time that people are made aware of the dangers that the mentally ill pose to themselves and the public.
