Court upholds ruling that stopped military rape trial

Looks like some one made a mess of things, the person in charge of the case should they them selfs be facing action from there employer.
 
The rules for appeal court has to be followed but I think the prosecuters are letting a sexual predator loose. Even if he is discharged, he should face jail time and a brain swab.
