Quite possibly. With designs like the the Russian Black Alligator, Eurocopter, and improved Apache, any airforce should rightly be concerned.

Helo versus helo combat yes. As to combat against fighters, ahhh NO.... the altitude and speed advantage of a fighter makes the competition one-side. (It is similar to the situation where one solder has a rifle and his opponent has a pistol. The soldier with the rifle will end the fight before there is any real threat from his opponent has a chance.)
The fighter will dictate where and when the conflict will occur. Even 'if' the helos have self defense missiles, firing against a fighter from low altitude and low speed will greatly diminished the missile's range. The range of the fighter's missiles will be greater from the energy imparted from the higher speed fighter and the reality that the fighter's missile will be going down with the assistance of gravity. At 200-250mph (320-400kph) the maneuvering of a helo will not be difficult for a fighter's missile to hit. Even if the fighter runs out of missiles and the fight degenerates to a gun battle, the fighter still has the advantage due to physics.
