I believe it is a Command and Control vehicle that is used in emergencies at airfields.
I believe it fulfills the role of Air Traffic Control, when the facilities in the tower go down.
What gives it away, is the Code Four Bar on top of the cab. A vehicle being used for any battlefield function, wouldn't require one of them.

While I'm not sure of what it is, I can tell for certain that it isn't an Air Traffic Control OSC (On Scene Controller) vehicle. The windows are way too small to see out of effectively.
Could be a Mobile Command Center, but it's definitely not used for ATC.
Make the windows bigger, and I'd happily use that instead of the OSCV we have here.
