WASHINGTON --The Bush administration promised Congress yesterday that it would provide lawmakers advance details of any security agreement it reaches with Iraq, according to a senior Democrat. The long-term deal is expected to provide a legal basis for the U.S. military presence in Iraq, replacing a United Nations mandate that expires at the end of the year. Lawmakers, including some Republicans, have complained that they have been left in the dark on the progress of the negotiations.
In closed-door meetings on Capitol Hill, administration officials told lawmakers that "we will be consulted on any agreement before it is reached," said Sen. Carl Levin of Michigan, chairman of the Senate Armed Services Committee. The officials also told lawmakers that there were no plans to include in the agreement a pledge to protect Iraq if invaded, or pave the way for permanent military bases, Levin said. The Bush administration has made similar remarks publicly.
