Confirmation- Warren Christopher's ROE for Somalia

I read recently that Warren Christopher, working in a team that drafted the rules of engagement for forces in Somalia 1993, made an underhand deal regarding the disposal of weapons stored in warehouses. Apparently, from what I've read, (the source is not entirely credible and will not be posted here) Christopher's agreement was to spare any Habr Gedr weapons found in warehouses, but any arms from other busts were fair game. It's possible that this move helped to exacerbate the Oct. 3 firefight (though unlikely, because nearly everyone carried in the Bakara area). Can anyone confirm this and give a reputable source?
 
The first source is to a great extent correct- the only error is the number of Americans killed in the battle of the Black Sea. Thanks, BD.
