Officials in Colombia and Ecuador said the countries were restoring diplomatic ties at the chargés d’affaires level. Ecuador broke off ties after the Colombian military crossed the border into Ecuador on March 1 in a raid that killed a Colombian rebel leader. The decision to restore relations followed mediation by former President Jimmy Carter. The Carter Center in Atlanta said Presidents Alvaro Uribe of Colombia and Rafael Correa of Ecuador had “confirmed their willingness” to restore ties “immediately and without preconditions.”
