College ROTC regulation on awards

I was sniffing around the web and found this regulation on Cadet awards

No more than 12 ribbons may be worn on the cadet uniform. State National Guard or USAR awards/decorations will not be worn with cadet awards.

I do not mind being limited to only wearing 12 ribbions other than having to buy a new ribbon rack. It's the not being allowed to wear my Army Reserve awards that bothers me so since I earned those as a result of Iraq.

Is there truth to this regulation?
 
From what I understand, prior service has a choice. You can either wear your prior service awards, or your cadet awards - but not both.

yeah its one or the other... not both...

why would you want to wear your ROTC ribbons over your USAR ones...

the ribbons for ROTC dont mean squat anyways.. I know a lot of them are GPA based and PT score based.
