You can simply condense that article into this:

"Incompetent Leadership and Lack of Discipline."


And I know full well how these things get out of hand. Even when there is a problem, officers are reluctant to admit it as they feel that it shows that they are incapable of leading their men. So they hide it. And it perpetuates thorughout their ranks. Before they know it, the problem is so bad, the only way you could fix it is if you literally sat down one platoon and executed every one of them and had the entire battalion watch.
The problem always arises from lax discipline. You let go of one, and it's going to fall like dominos.
The system should not be made so that any officer with a history of having people undertake disciplinary punishment lose points for promotion.

I cant remember the title of the article i read (or i would post it) but it was along very similar lines.
Related specifically to the Australian Army and how people were less and less inclinded to join because of the politics involved and the "lesser duties" australians were being relegated to
