Yes. I am sure, since it is written on the photo. The Chinese text says: the wheeled armored command craft belonging to Beijing Military Region. That FAN is maybe for the Air-conditioning

The 'fan' is actually a propeller for crossing rivers and lakes..

That is what I said Saint, but ff here seems to think otherwise.
