TORONTO – Canadian Prime Minister Stephen Harper unveiled a proposal yesterday to withdraw his country's forces from volatile southern Afghanistan in 2011, a move that largely accedes to opposition demands amid threats of an early election.
Meanwhile, Afghan and NATO-led troops killed two regional Taliban commanders in Helmand province, and an explosion in the same province killed a British soldier, officials said yesterday.
