Defense Minister Gordon O’Connor, who has come under criticism over the country’s mission in Afghanistan and the treatment of Afghan detainees, was replaced in a cabinet reshuffle. Mr. O’Connor is now minister of revenue, a relatively minor position. Prime Minister Stephen Harper moved Peter MacKay, the foreign minister, to the defense post. He was in turn replaced by Maxime Bernier, the industry minister.
