Ill hazard a pure guess:
The uniform looks like a mid-late 19th Century Officer, perhaps British judging from the collar and the fact its a double-button in the front.
The odd thing is hes wearing an overcoat and that seems to throw my hypothesis off.

He looks like an older version of Napoléon Eugène Bonaparte, he died during the Zulu wars, here's a picture of him when he's younger.
