BRAC-Linked Road, Transit Projects Facing Big Delays

Maryland's projected revenue shortfall has already delayed more than $114 million in road and transit projects intended to meet the demands of the BRAC military base expansion coming to Aberdeen Proving Ground in Harford County and Fort Meade in Anne Arundel County. The delays mean none of the 13 road improvements near the Harford County post will be completed by 2011, when most of the 30,000 BRAC workers arrive, officials said yesterday.
Mass transit expansions, particularly the extension of the MARC rail lines from Harford County into Delaware, will not occur until 2015. Efforts to extend the commuter rail service to Northern Virginia have also fallen behind, said Donald C. Fry, president of the Greater Baltimore Committee. Officials must find alternative funding to ensure that vital road work in Harford begins soon, Fry told members of the General Assembly's Joint Committee on BRAC in a meeting at Cecil College in North East.
