Blast Causes Train to de-rail in Russia

I saw this on the news the last night. A blast de-railed a train on the route from St.Petersburg to Moscow. Russians claim it was terrorist activity. I have the news report below:

Chechnya would be the obvious choice, but I think that this is closer to home, it is a repeat of another bomb on the same line, so my gut reaction is to look locally - after all the local populace doesn't exactly have a lot of reasons to smile - the govt is even increasing the tax on vodka! That could be the straw that broke the camels back.
